In 1918, the U.S. Navy sought a location for a new proving ground and research facility to test and develop naval weapons. After evaluating several sites, they selected a historic plantation in King George County. Originally known as the Naval Proving Ground, the facility was established in 1918 and officially opened in 1919. It was renamed Dahlgren Naval Proving Ground in 1925 in honor of Rear Admiral John A. Dahlgren, a U.S. Navy officer known for his contributions to naval ordnance.
